폴란드, 250억 유로 건설 플랜트 수주에 나서야 할 때

- 하수처리시설, 가스복합발전, 풍력, 공항기자재 등 우리 업계의 진출 유망할 듯 –

□ 건설 플랜트 투자 동향

○ 폴란드 20대 기업이 PLN 750억(약 187억 유로) 투자를 계획 중이며, 도로·공항·철도 등의 인프라 투자계획 포함 시 최소 PLN 1000억~1200억(약 250억~300억 유로) 투자 예상

- PKPP Letwin(폴란드 경영자협회) 회원사 34%가 투자 확대, 50%가 전년수준의 투자를 계획 중인 것으로 조사

- 여타 국가와 달리 폴란드 기업의 생산감소가 크지 않았고 일부 업체들은 생산설비를 풀가동 중으로 금년도 신규 투자는 불가피한 것으로 전망

- 아울러 EU기금을 활용한 다수의 환경·인프라 건설플랜트 프로젝트 추진 중

* EU기금 : EU회원국 간 균형발전을 위해 EU집행위가 회원국에 무상 지원하는 보조금으로 2007~13년간 EU기금 총액은 3474억 유로이며, 이 가운데 약 19%인 673억 유로가 폴란드에 배정

○ 에너지, 환경 및 수송인프라에 투자 집중

- 최근 PKN Orlen(최대 유화기업)은 ‘17년까지 Plock지역에 PLN 14억(약 3억5000만 유로)을 투자해 발전소 건설하겠다고 발표. 올해 1월 Energa(폴란드 4대 발전기업)는 80㎿급 풍력단지 건설 협약을 체결했으며, Enea도 잇달아 1000㎿급 화력발전 건설계획 발표

- ‘15년까지 폐기물 처리시설 건설에 PLN 60억(15억 유로)이 투자될 계획이며, 폴란드 정부는 환경ㆍ수질보호기금(NFOSiGW)내 PLN 10억을 바이오가스산업에 투자하겠다고 발표(총 사업비 30%는 무상지원, 추가 45%는 저리 대출 예정)

- 도로건설의 경우 ‘12년까지 약 PLN 1210억(약302억유로) 투입을 고려 중임.

- 고속철도의 경우 ‘20년까지 PLN 260억(약64억유로)를 투자해 540㎞구간을 건설 계획

- 공항의 경우 ‘15년까지 9개 공항이 PLN 46억(약15억5000만 유로) 투자계획

□ 우리기업의 진출 장애요인

○ 현지 네트워크 부족으로 인한 정보 부족

- 폴란드 현지기업이나 폴란드에 진출한 서구기업에 비해 인맥·정보 등에서 열위

- 이에따라 적기에 정확한 정보를 입수하는데 한계가 있고 입찰공고에 대한 대처도 어려움.

○ 언어장벽으로 인한 입찰구비서류 준비 곤란

- 일찰공고, 제안요청서 등이 모두 폴란드어로 돼 있을 뿐만 아니라 입찰 참여를 위해 제출해야하는 모든 서류 또한 폴란드어로 작성해야 하는데 방대한 양의 기술서류를 제한된 시간 내 준비해서 제출하기가 쉽지 않음.

○ 유럽 및 폴란드 인증 제출 의무

- 물품 공급의 경우 CE마크 등 유럽기준과 일부 경우 폴란드 인증도 함께 제출해야 함.

○ 프로젝트 자금조달방식 이해 부족

- 환경·수송인프라 프로젝트의 경우 EU기금의 지원을 받는 경우가 대부분인데 EU기금은 프로젝트 소요비용의 100%를 지원하는게 아니라 최대 85%까지만 지원함. 따라서, 나머지 재원은 발주처에서 자체조달(정부예산, 은행대출, 민간투자 등)해야 함.

- 따라서 발주처들은 부족재원 마련을 위해서 민간합작투자(PPP)를 통한 공급자(응찰업체)의 투자 또는 공급자 파이낸싱을 요구하기도 함.

○ 중소형 규모의 건설플랜트 프로젝트가 대다수

- 상기와 같이 발주처 재원부족 등의 이유로 폴란드 입찰 프로젝트 대부분이 5000만 달러 이하로 작은 규모인데 한국의 대기업이 직접 참여하기에는 그 규모가 작고 2, 3군 건설기업들은 자체 대응력 부족으로 단독 참여가 어려움.

□ 우리업계의 대응 방안

○ 현지기업과 파트너링을 통한 협력관계 구축, 공동 입찰참여방안 모색 필요

- 현재까지 폴란드 프로젝트 지원 경험에 비추어 볼 때 국내기업의 단독 참가 및 수주가 매우 어려움.

- 현지 명망있는 폴란드 건설 및 엔지니어링 회사와 파트너링으로 프로젝트 참여시 낙찰 가능성이 높은 것으로 판단됨. 폴란드 건설기업들은 단순 토목프로젝트를 제외하고는 엔지니어링 능력 및 시공경험 부족으로 인해 서구기업들과 컨소시엄을 구성해서 입찰에 참여하는 것이 대부분임.

- 생활폐기물 소각로, 하수처리장, 복합발전 분야 등은 폴란드 기업들이 가장 한국기업과 협력하고 싶어하는 분야임.

○ 폴란드 내 시공경력 쌓는 것이 중요

- 발주처 대부분의 과거(또는 현재) 국영기업으로서 입찰진행 시 보수적으로 과거 시공경험을 중요하게 평가하므로 폴란드 프로젝트 참여경험이 없는 한국기업들은 소규모 프로젝트라도 직접 참여하거나 이미 프로젝트를 수주한 원청업체에 건설기자재 및 서비스를 납품함으로써 경험을 쌓아나가는 것이 중요

○ 현지법인 설립을 통한 현지화(Localization) 강화 검토

- 바이오가스발전(2000개), 하수처리장(1500개), 소수력발전(800개), 생활폐기물소각로(300개) 등 다수의 유사프로젝트가 동시에 추진되므로 이 분야에 특화된 한국기업들은 폴란드 내 현지화를 통해 특정분야 전문건설기업으로 자리매김하는 것도 검토 필요

- 현재 EU기금은 2007~13년간 폴란드의 환경·인프라 프로젝트에 집중됐으나 현재 EU회원국 간 2020년까지의 EU기금 배정에 대해 논의되고 있는데 앞으로도 당분간 폴란드 환경·인프라 개선에 많은 자금이 투입될 것으로 예상됨.

- 아울러 현지법인을 활용해 EU기금을 직접 신청 가능한 프로젝트(풍력발전, 태양광발전, 바이오가스 등)를 개발 수행하는 것도 가능하므로 사업다각화도 고려해 볼만 함.
