독일, 해상풍력발전용 특수설치선 제작붐

– 해상풍력발전시장 급성장으로 관련 인프라 초과수요 –

□ 해상풍력발전단지 건설 박차

O 2015년까지 5281MW 건설, 2020년까지 1만MW 건설 추진 중으로 현재보다 250배(4년 내)에서 500배 규모(8년 내) 성장 예견

O 해상케이블 등 관련 인프라 부족 문제가 끊임없이 제기되는 가운데 특히 풍력발전용 설치선 병목현상이 프로젝트 추진을 지연시킴(Bard Offshore 프로젝트 등).

□ 유럽해상 풍력발전 설치선과 구조물 현황

O 풍력터빈, 블레이드, 하부구조 등을 운송·설치하는 토탈솔루션 설치 선이 크게 부족함. 현재 10개 가동 중이며 2015년까지는 25개로 늘어남.

O 설치 선을 하루 빌리는 비용은 2년 전 15만 유로에서 현재 50만 유로까지 치솟음.

O 이에 풍력발전단지 운영업체가 설치 선을 직접 나서서 제작하는 현상도 나타남(RWE).

□ 풍력발전 설치선 병목현상 원인

O 수요가 있음에도 선박공급이 따라가지 못하는 이유는 해상풍력발전사업 특유의 위험성에 기인함.

O 선박제작을 발주하기 위해서는 자체재원조달 또는 파이낸싱을 받아야 하는데 금융권이 리스크를 회피함.

O 대안으로 선박임차계약을 최소 12개월 이상으로 해 발주를 유도하고자 업계에서 공동 대응 중임.

유럽지역 해상풍력발전용 설치선과 플랫폼 현황

□ 아시아권 조선소 수주기회 늘어나

O 독일 4대 발전회사 중 하나인 RWE가 해상풍력발전사업을 추진하면서 대우해양조선소에 풍력설치선 2대를 주문함. 수심 45M에서 최대 1000톤을 감당하는 잭업 설치 선으로 한 번에 4대의 터빈을 운송할 수 있음. 올해부터 영국과 독일 풍력발전단지 건설에 투입할 예정. RWE는 현재 4개의 풍력단지를 건설 중임.

O 해상풍력을 활발히 추진 중인 중국도 자체 풍력설치선 제작이 늘어남. 다만, 당장에 유럽풍력시장에 진입하기에는 시간이 걸릴 것으로 전문가들은 내다봄. 중국은 가격 메리트는 있으나 설치·안전·환경규정·매니지먼트 등에서 유럽수준에는 못 미치는 것으로 현지에서 평가함. 그럼에도 덴마크의 풍력발전 시공업체인 A2Sea사는 최근 중국 조선소에 설치선 제작을 주문함.

□ 독일 해상풍력발전단지 건설 현황

O 원전포기정책 이후 대체에너지로 해상풍력발전건설이 예정된 경로로 설정됨. 이를 실현하기 독일정부는 위해 법 개정, 금융지원(KFW), 허가절차 단순화 등 제도적 지원을 강화함.

O 2050년에는 독일 전체 전력수요의 무려 50%를 해상풍력발전소에 충당할 것으로 전망함.

O 프로젝트 실현의 핵심인 수익률이 최근 정부정책으로 이전보다 1.3%로 높아진 8.4%로 현지에서 분석함. 이는 영국의 해상풍력단지개발 프로젝트와 유사한 조건임.

O 2015년 독일 풍력발전 시장전망

- 총 설치용량 5261MW, 총 발전기수 1139개

- 투자자 유형은 발전업체, 사모펀드, 개인기업, 공공기업 등임.

- 터빈은 지멘스(430개)와 아레바 터빈(298개)이 압도적임. 그 외 베스타스, 바드, 리파워 순임.

- 하부구조는 비용절감형인 모노파일(451개)이 대세이나 심해건설 추세를 반영, 삼각다리 형태도 다수 이룸(406개).

O 참고: 2011년 10월 현재 독일해상풍력프로젝트 현황

- 총 107개 프로젝트가 진행되며 프로젝트규모는 32GW에 달함. 2020년까지 독일 정부는 이 중 10GW 달성이 목표임.

- 특히 북해중심으로 승인 완료된 프로젝트 24개와 발틱해 4개 프로젝트가 진행을 앞둠.
