폴란드, EURO 2012 개최를 위한 대형 프로젝트 발주 박차
- 총 13억 유로 규모의 주요 41개 프로젝트 현황 분석 –
- 경제성장 둔화 속 건설 및 엔지니어링 업종의 경제성장 견인 기대 -
□ 폴란드 EURO 2012 준비 박차: 대형 프로젝트 봇물, 건설경기 성장 주도
○ 폴란드는 주요 경기장 신축 및 개보수, 지역 인프라 개선, 관광설비 증설 등 EURO 2012 공동개최를 위한 대형 프로젝트 지속적으로 발주, 진행 중
○ 2009년 3월 현재 프로젝트 발주현황(계획 포함)은 총 41건으로 총 발주금액은 13억 유로 이상

○ 폴란드는 지난해 중반까지 UEFA로부터 경기 개최준비가 부진하다는 평가를 받다 오다작년부터 본격적인 개최 준비 시작, 2008년 12월 UEFA 대표인 Michel Platini가 폴란드의 EURO 2012 준비상황이 이전에 비해 매우 향상되어 있으며, 만족할 만한 상황으로 평가한다고 밝힘
○ 폴 정부는 최근 세계적인 경기침체 속에서 EURO2012 개최 준비를 중요한 경제성장동력으로 삼고 있어 그동안 집행이 미루어져 왔던 대형프로젝트들의 집행이 본격적으로 시작될 것으로 전망
○ 금융위기 이후 경제성장 둔화 우려 속에 건설 및 엔지니어링 업종이 폴란드의 경제성장 을 견인 할 것으로 기대
○ 대형 건설 프로젝트 참가는 물론, 관련 건설 기자재 수출 기회 확인 필요

□ 프로젝트 참여 방법
○ EURO 2012 관련 프로젝트는 폴란드 각 지방 정부 별로 진행. 해당 프로젝트의 개별 확인을 위해서는 각 지방정부 접촉 필요
○ 모든 프로젝트는 공개입찰을 통해 진행되며 프로젝트 입찰 참가 시 반드시 확인할 사항은 다음과 같음
1) 모든 입찰서류는 폴란드어로 작성
2) 현지 기업과의 공동 입찰
- 정부기관의 프로젝트 발주는 원칙적으로 국적에 따른 차별이 없으나 실제적으로 폴 기업이 우선시 되고 있음. 현지 협력업체 네트워크 확보를 위해서도 현지기업과의 공동 입찰 필요
- 특히 지방정부가 진행하는 프로젝트의 경우 발주기관 소재지역의 기업과의 협력이 필수적임
- 현지기업과의 공동입찰은 입찰서류 작성시에도 여러모로 유리
3) 국책은행을 통한 자금 조달
- 입찰서류 심사시 입찰가만큼 중요한 요소가 해당 기업의 자금조달 능력 임
- 대부분의 프로젝트가 완성불조건으로 자금이 지급되기 때문에 프로젝트 수행 기간 중 안정적으로 사업자금을 확보할 수 있는 능력이 중요함
- 대부분의 기업들이 자국 국책은행의 자금지원을 받고 입찰하고 있으므로 우리나라도 수출입은행의 프로젝트 금융지원을 통해 자금조달방안을 마련해야 함
