루마니아, 2013 자동차산업을 말한다
- KOTRA 부쿠레슈티 무역관, 르노와 협력 루마니아 자동차시장 진출 본격 추진 –
□ 산업 개요
○ 루마니아는 중부, 동부 유럽에서는 체코, 폴란드, 슬로바키아에 이어 4번째 자동차 생산국가임. 자동차산업이 차지하는 비중은 전체 산업 생산에서 5% 이상이며, 직접 고용인원만 12만 명에 이르는 아주 중요한 산업임. 오늘날 루마니아 자동차산업은 옛 공산정권 시절부터 내려오는 루마니아 로컬 부품업체부터 최근 글로벌 외투기업에 이르기까지 대규모 부품 벤더업체 간의 네트워크를 형성함. 이들은 완성차 업체에 적기 납품에서부터 서유럽 각 공장에 수출하는 생산기지로서의 역할을 충실히 수행하는 것으로 나타남.
○ 승용차 생산 동향
- 루마니아 자동차 메이커 1위는 다치아임. 1999년 이래 르노에 합병됐으며, 루마니아 중앙인 피테슈티에 있음. 2008년 르노는 시설 현대화에 10억 유로 이상 투자를 강행한 바 있으며, 2009년에도 1억2000만 유로를 투자한 것으로 알려짐. 3~4년 전 투자는 주로 신모델 DUSTER 양산시설 확충과 이 모델 기어박스의 개발에 집중됐음. 2010년에도 르노는 1억4000만 유로를 신규로 투자했으며, 이 중 7500만 유로가 수도인 부쿠레슈티 북부인 TITU에 위치한 기술센터 설립에 투자됐음. 르노 다치아 기술센터는 2010년 루마니아 르노 다치아 사상 처음으로 연산 30만 대를 돌파함. 피테슈티 다치아 공장 최대 생산능력은 35만 대임. 르노 측에 따르면 루마니아에 시설확충은 당분간 없으며, 모로코에 집중할 계획이라 함. 그러나 2013년에 알루미늄 주조공장과 기어박스 생산능력을 30%가량 확대할 것이라고 밝힌 바 있음.
- 르노다치아에 이어 포드자동차가 루마니아에 주요 생산공장을 갖고 있음. 2008년 포드는 대우자동차 루마니아 전신이던 Automobile Craiova를 인수해 Ford Transit Connect 모델을 생산하면서 본격 루마니아 생산시대를 개막. 포드는 한때 일 5대에 머물던 자동차 생산을 올해는 85대까지 끌어올렸음. 포드는 루마니아에서 B-Max model을 독점 생산해 유럽 지역에 공급하기 시작. 올해는 6만 대 생산에 그쳤으나, 2013년에는 15만 대에 이를 것으로 전망됨.
○ 자동차부품 동향
- 세계경기, 특히 유럽경기의 침체에도 루마니아 자동차부품 무역은 지속적으로 확대하는 추세에 있음. OEM 자동차부품 무역은 대부분 독일, 헝가리, 오스트리아, 이탈리아, 영국으로부터 이루어짐. EU 외 다른 국가로는 우리나라를 비롯해 중국, 대만, 터키가 주요 무역 상대임. 루마니아 국가무역균형은 적자이나 자동차부품산업은 흑자임. 이는 주요 글로벌 자동차부품 외투기업의 루마니아에서 생산해 제3국에 공급하는 전략에 의한 것으로 2010년 기준으로 전년 대비 무려 수출이 42%가 증가하고 있음. 자동차부품 공급업체는 약 300개사가 있으며, 이들은 주로 자동차부품산업의 주 시장인 서유럽에 가까운 서쪽 지방과 루마니아 브랜드 국민차 Dacia가 있는 피테슈티 인근에 소재함.
- 루마니아 자동차부품 총생산은 금액 기준으로 70억 유로에 이르는 것으로 추정됨. 이는 2006년 이후 해마다 20% 이상의 고속성장을 이룩한 것임. 루마니아는 헝가리와 오스트리아를 이미 앞서 EU 내 9번째 자동차부품 생산국가에 자리하고 있음. 이는 EU 전체 생산의 2.2%에 해당됨. 자동차부품의 주요 플레이어들로는 독일 거대 부품 기업으로 Continental, ThyssenKrupp, Leoni and Draxlmaier 등이 있으며, 프랑스 자동차부품 기업들은 Valeo, Auto Chassis International, Michelin, Faurecia, Montupet 등을 들 수 있음. 아카델 루마니아는 루마니아 북서부에 위치하는 Arad 카운티에 위치하고 BMW, Volkswagen, Audi에 자동차용 케이블을 공급함. 미국 기업으로는 Lear, Delphi, TRW 등이, 일본 기업은 Yazaki, Alcoa Fujikura(electrical distribution system), Takata-Petri(Steering Wheels), 에어백 제조사 등이 나와서 활발하게 영업을 하고 있음. 아쉽게도 우리나라 자동차부품 진출 기업은 없음.
- 루마니아에서 생산되는 주요 자동차부품은 매우 다양하며 다음과 같음.
automotive cables and electric systems, automotive lamps, tires, transmission belts and rubber hoses, car seat upholstery, steering wheels, control systems, integrated steering systems, airbags, seat belts, transmission belts, pneumatic suspension systems, vibration control, keys and locking systems, software solutions, sun visors and textile parts for car interiors, metallic framework for car seats, bus and minibus seats, lathed parts and devices, engine parts, silicon cooling hoses, buses, trolley buses, minibuses, engines, automotive radiators, electrostatic spray painting lines, metallic products obtained by plastic deformation. Production is mostly exported.

□ 시사점과 전망
○ 한-EU FTA 수혜 산업 중 대표적인 품목이 자동차산업이라 할 수 있음. 루마니아가 EU의 자동차 생산거점 국가로 아직도 많은 자동차부품을 해외 수입에 의존하고 있음을 감안하면, 우리 자동차부품 업계 또한 루마니아를 생산거점으로 예의주시할 필요가 있음.
○ KOTRA 부쿠레슈티 무역관은 르노 다치아 구매부서와 공동으로 내년 5월경 ‘르노 다치아 Autparts Plaza’ 개최를 합의한 바 있음. 르노는 최근에 러시아 국민자동차를 인수한 바 있어, 모로코-루마니아-러시아를 잇는 글로벌 구매 구축에 공들이고 있음. 이에 따라 5월에 개최되는 행사는 루마니아 자동차시장뿐만 아니라 르노 글로벌 전략에 동참하는 대규모 시장에 참여한다는 것을 의미하며, 국내 자동차부품 기업들의 적극적인 관심이 요구됨.
