ADB의 필리핀 개발프로젝트 지원 현황

- 2012~2014년간 19억 달러 지원 자금 배정 -

 

 

 

□ ADB, 필리핀에 대한 Loan과 TA(Technical Assistance, 각종 컨설팅) 사업에 2012~2014년간 18억6000만 달러 지원자금 배정

     

 ㅇ 필리핀(NEDA) 경제개발청, ADB Country Programming Mission과 미팅 갖고 이같이 확정했다고 발표

 

 ㅇ 이 개발 프로그램은 필리핀 정부가 수립한 ‘Philippine Development Plan for 2011~2016'과 연계 추진되며 지원 4개 분야는 아래와 같음.

  - Public sector management  44%

  - multi-sector projects (disaster risk financing, social protection 포함) 27%

  - 교육(education) 17%

  - 운송(transportation) 12%

     

□ 이 프로그램은 지난해 설립된 동남아인프라펀드(South East Asian Nations Infrastructure Fund)에서 향후 3년간 3억2500만 달러 규모의 Cofinancing 더해 추진 될 것

    

 ㅇ 이 Cofinancing 자금은 수자원 공급, 도로·철도·교량 건설과 복구 프로젝트에 주로 사용될 것

     

□ 이와 별도로 ADB는 필리핀의 비즈니스 경쟁력 강화와 PPP 프로그램 수행 위한 제도개혁 지원 위해 3억5000만 달러 차관 지원 예정

     

 ㅇ 이 차관 프로그램명은 ‘Increasing Competitiveness for Inclusive Growth Program', PPP 수행 위한 Policy framework를 정비하는 한편, 경쟁력 강화정책과 제도 정비 지원 목적

 

 ㅇ Senga ADB 동남아 국장은 제도, 국내 핵심산업부문 경쟁력 부족, 인프라 취약, 노동시장 비유연성이 필리핀 경쟁력 강화를 저해하는 요소라고 지적

 

 ㅇ 올해 초 호주 정부가 필리핀 정부의 PPP 방식 통한 인프라 개선 노력 지원을 위해 1500만 달러 공여자금 책정(호주 정부는 2011년에도 700만 달러 지원하는 등 PPP 프로젝트 수행지원 위해 총 2200만 달러 지원). 이는 ADB 관리 하에 Grant(무상증여) 방식으로 지원 될 것임. 이 중 900만 달러는 PDMF(Project Development and Monotoring Facility: PPP 프로젝트 초기단계 지원 위한 revolving funding facility)에, 600만 달러는 정부 부처(재무부, PPP센터 등)의 다양한 역량개발(Capacity Building) 활동에 투입 예정

  - 2011년 상반기  ADB와 호주, 캐나다, 필리핀 정부는 PPP방식 인프라 개발 지원하고자 PDMF에 1670만 달러 투자, PPP 프로젝트 개발, 입찰, 모니터링 수행에 사용하도록 했음.

 

 ㅇ ADB는 2016년까지 필리핀 정부가 최소한 12개의 PPP 프로젝트에 대해 입찰 개시하기를 희망 (필리핀 정부는 2011년 12월 최초의 PPP방식 유료도로 프로젝트 입찰 실시)

 

 ㅇ 젊은층의 고용 창출 지원 위해 필 노동부와 ADB는 MyFirstJob 이라 불리는 구직프로그램을 2013년부터 시험 가동 목표, 초기 1600여 명에 대해 직업 상담, 후련, 인턴십 프로그램 제공 예정

     

□ ADB의 필리핀 각종 개발자금 지원 현황

     

 ㅇ 2011년 말 기준, ADB의 필리핀에 대한 총 누적차관 계약액은 128억 달러, 이중 집행액은 101억 달러, 분야별로는 에너지부분이 31억 달러(24%)로 가장 큰 비중 차지, 이외 Public Sector Management(19%), 농업·천연자원(15%), 운송·ICT 인프라(11%), 금융(11%), 수자원(8%) 순

 

 ㅇ 최근 ADB의 필리핀 지원 분야 핵심은 인프라개발, Public Sector Management, 환경, 교육 분야에 초점

 

 ㅇ 2011년 말 기준, 진행 중인 차관 프로젝트는 총 10건, 12억 달러 규모, 8개 프로젝트 7억3000만 달러 차관은 인프라 구축 등 사회,보건 분야 개선, 나머지 2개 프로젝트는 Public Sector Management 및 금융부분 지원에 대한 것임.

 

 ㅇ 2005~2011년간 ADB의 필리핀에 대한 차관 지원규모는 40억 달러. 2011년에는 2개 프로젝트에 대해 차관 승인. 하나는 3억 달러 규모의 법체계 개혁 프로그램, 다른 하나는 6200만 달러 규모의 국도 복구·개선 프로젝트임. 이외 PPP 제도 구축 지원 위한 TA 프로젝트에 970만 달러 지원. Sendong 태풍에 따른 긴급 피해복구 지원 위해 300만 달러 Grant 제공했음.

 

 ㅇ 한편 ADB의 필리핀 민간분야에 대한 차관(Nonsoverign Financing)누계는 26개 프로젝트에 대해 7억7000만 달러에 달함. 2011년 말 기준 민간분야 필리핀 차관잔액은 2억9000만 달러로 ADB 전체 민간 프로젝트에 대한 차관 잔액의 5.4% 차지

 ㅇ ADB는 최근 필리핀의 경제 개선 노력을 긍정적으로 평가

  - 필리핀의 GDP 성장률은 2000~2008년 연평균 5%대 기록, 2009년 세계금융위기로 1.1% 기록했으나 2010년 곧바로 7.6% 기록하며 급성장, 2011년에도 3.9% 성장을 기록했으며, 2012년에는 5% 대 성장 기대

  - ADB는 필리핀의 견실한 경제성장세 유지, 견실한 소비지출, 외환보유고, 재정적자 축소 노력 등을 평가

     

□ 시사점

     

 ㅇ ADB 본부가 소재하기도 한 필리핀은 ADB의 주요 개발자금 지원 대상국

 

 ㅇ ADB 프로젝트는 자금 소스가 확실한 만큼 프로젝트 실행력, 결재 안정성이 높고, 수주 시 타 국제개발 프로젝트 입찰 참여 시 좋은 track record가 될 수 있는 등 장점 보유

 

 ㅇ 필리핀 개발 프로젝트 수주에 관심 있는 기업들은 상기 정보 참조해 ADB가 지원하는 프로젝트 수주 추진해 볼만함. 특히 상기 ADB 프로젝트 수주 경험 있는 필리핀 현지 컨트렉터·컨설턴트와 제휴 시 수주 가능성을 높일 수 있음.
