선적 전 검사 필요 품목 리스트 수정
수입제품 관리에 집중하는 모습
지난 2015년 12월, 이집트 통상산업부는 법령 991조를 발표해 특정 품목에 대한 선적 전 검역 절차를 강화했다. 해당 법령에 따라 특정 품목을 이집트로 수출하기 위해서는 선적 전 검사인증성(COI, Certificate of Pre-Inspection)를 제출해야 한다. 해당 절차를 관할하는 이집트 수출입청(GOEIC, General Organization for Import and Export Control)에서는 최근 해당 검역이 필요한 제품 리스트를 수정 발표한 바 이를 전달하고자 한다.
검역 절차
모든 화물은 승인된 제3자 검사업체 중 하나에서 검사를 진행해야 한다. 승인된 업체 리스트는 다음 링크를 통해 확인 가능하다. (이집트 선적 전 검사업체) 또한, 이집트 표준 준수를 입증하기 위해 제품 샘플을 ISO 17025 인증 실험실에서 채취하고 분석해야 한다. 검사 증명서는 화물별로 발행된다. 다음은 검역업체 SGS Egypt가 공개한 검역 절차로 타 업체의 절차와는 상이할 수 있다.
- 1단계: 수출업자는 다음 서류로 사전검사 신청(예: SGS 검사업체에서 요구하는 서류)
· 신청서 작성
· PI
· 중요한 테스트 결과 또는 분석 결과 보고서(ISO 17025 인증 실험실에서 EG 표준에 따라 승인된 테스트 보고서)
· 패킹리스트
· 출하할 물품의 제조자명 및 주소의 수출자 신고(필수)
- 2단계:수수료 지불
· 검사, 분석 및/또는 인증에 대한 수수료는 판매자 또는 생산자가 부담하는 게 원칙
- 3단계 : 선정된 검사기관에서 검사 진행
- 4단계 : 선적전검사증명서(CoI) 발급

이 법령은 지역 산업을 장려하고 이집트 국민이 고품질의 제품을 사용할 수 있도록 할 것으로 기대된다. 또한, 이집트 소비자를 보호함으로써 국가 경제를 크게 지원할 것이라고 믿는다. 더욱이 이 결정은 이집트 시장을 규제하고 이집트 시민의 편에 서서 특히 출처를 알 수 없는 수입 제품으로부터 이집트 시민을 보호할 것이다.

이 결정이 출처를 알 수 없는 수입 제품의 반입을 방지함으로써 제품의 품질을 보장한다는 사실에도 불구하고, 화이트리스트를 운영하지 않기에 관련 제품 수출화물이 선적 전에 검사를 받아야 하는 비용을 고려할 수 밖에 없게 되었다. 또한ISO 17025 인증 실험실에서 분석할 제품의 샘플을 채취하는 등 선적 당 비용과 시간이 많이 소요될 수 있다.
시사점
이번 수정법령을 통해 이집트 정부가 수입제품 관리에 집중하고 있음을 알 수 있다. 2022년 초에 비해 선적전검사 필수품의 개수는 줄었지만 여전히 해당 검사를 받아야 하는 시간과 비용을 별도로 마련해야 한다. 이에 수출 전 제품 정보를 확인해서 선적전검사 필요 여부를 꼼꼼이 확인하여 미리 준비할 수 있어야 한다.
