아르헨티나, 수입규제 강화 품목 대폭 확대
- 수입허가 대상품목 200개 추가로 총 600개로 확대 -
□ 아르헨티나 정부, 수입허가품목 대폭 확대 발표
ㅇ 2월 15일 아르헨티나 공업부는 “시행조치 45호”를 통해 국내생산이 이뤄지거나 해당분야에 대한 투자가 등록돼 전략적으로 개발을 보호해야 된다고 판단되는 품목에 대해 수입허가(LNA, Licencias No Automaticas) 대상에 포함시키기로 했으며, 이 조치는 20일 후인 3월 7일부터 적용될 예정임.
- 자동수입승인제도 하에서는 수입품이 세관에서 요구되는 모든 서류만 갖춰진다면 별다른 제재를 받지 않고 통관이 10일 이상 지연이 될 수 없었으나, 수입허가 품목에 포함되면 수입품은 당국의 승인을 받아야 통관이 되고 통관신청이 접수된 후 소요시간도 최대 60일까지 소요될 수 있게 됨.
- 이번 조치에 수입허가 대상에 신규로 포함되는 품목들은 금속제품, 전자제품, 원사 및 원단, 고급승용차, 주형 및 틀, 유리, 자전거 및 자전거 부품 등 200개의 품목으로 수입허가 대상 품목은 총 600개로 늘어나게 됨.

□ 수입대체효과를 통한 무역수지 개선 조치
ㅇ 데보라 지오르지 공업부장관에 따르면 이 조치는 내수시장에서의 국산제품 보호와 2003년부터 적용된 생산모델로부터 대두된 재산업화 절차를 실현하기 위함이라고 전함.
- 데보라 장관에 의하면 2010년에 92억 달러 상당 수입대체를 달성했고, 이는 대부분 수입허가(LNA) 대상 산업분야인 차량, 전기제품(모니터, 노트북 컴퓨터, 사진 및 영상 카메라, DVD 재생기 등), 백색가전, 신발, 섬유분야였다고 설명
ㅇ 데보라 장관에 의하면 이번 조치는 WTO의 관세 표준을 준수하며 대부분 국가의 내수시장과 자국 산업 및 일자리를 보호하기 위해 자연스럽게 취하는 방어조치이며, 이로 인해 수입이 금지되는 것을 아니라고 해명
□ 시사점
ㅇ 이번 조치는 지속적으로 감소하는 아르헨티나 무역수지 흑자 감소에 대한 정부 대책의 일환으로 한국을 포함한 아르헨티나 교역국 전반의 수출에 지장을 줄 것으로 예상됨.
ㅇ 이번 수입규제조치는 한편으로는 현 정부의 대선 표를 의식한 국내업체에 대한 선심성 성격도 있으나, 수입규제로 인한 공급물량 부족현상 발생으로 이미 문제가 되는 고인플레이션이 심화될 경우 물가 안정을 위해 수입규제가 다시 완화될 가능성도 존재
