가. 산업 개관

ㅁ 아제르바이잔 광산업 현황 및 특성

ㅇ 아제르바이잔은 석유, 가스뿐만 아니라 금, 은, 철, 구리 등 다양한 광물을 보유하고 있는 국가로 대부분의 광물 자원은 소 코카서스 지역(Lesser Caucasus region)에 위치해 있음. 가장 큰 철광석 매장지는 Dashkesen, 세계적으로 중요한 명반석(alunite)은 Zaylik, 구리는 Kelbejar와 Gadabay에 매장되어 있음.

ㅇ 철광석은 오늘날까지도 산업 및 경제발전의 주요 자원으로 간주되고 있는데, 현재 아제르바이잔에서는 산업적으로 중요한 철광석 매장지는 Dashkasan, Southern Dashkasan, Damir로 대표되는 Dashkasan 광산임. 크롬철광은 Kalbajar와 Lachin지역에서 발견되고 있음.

ㅇ 또한, 구리, 납, 아연, 코발트, 수은, 안티몬(antimony) 광석 등 비철금속은 Balakan-Zagatala, Gadabay, Ordubad 등 지역에 매장되어 있으며, 폴리메탈(polymetal ore)은 Filizchay, Kasdag, Katekh, Mehmana, Gumushluk 지역에서 매장이 확인되었음.

ㅇ 채굴 타당성이 있는 코발트는 Dashkasan 광상 지역의 'Hamamchay' 및 'Damir' 철광석 지역, Balakan-Zaqatala 철광석 지역, Filizchay 황철석 폴리메탈 광상에서 채굴되고 있음. 몰리브덴은 Ordubad 지역의 Paragachay 매장지에 집중되어 있으며, 알루미늄은 Dashkasan 지역에 위치해 있음. 수은은 Kalbajar 광상의 Levchay에서 채굴되는데 다른 매장지는 이미 고갈되었음.

ㅇ 아제르바이잔은 장기적으로 오랜 기간 채굴이 가능한 금광을 보유하고 있음. 지난 수십 년 동안 발견된 수많은 금 매장지와 잠재적인 금광석 보유 지역이 있음. 금 광산은 크게 두 가지로 구분됨. 첫 번째 그룹은 산암에 직접적으로 형성된 금광산이고, 두 번째 그룹은 금광에서 떨어져 나온 부서진 금으로 동 금은 추가기술 처리가 필요하지 않아 경제적으로 유리함. 주요 금 매장지는 Qizilbulag, Vejnali, Zod (Soyudlu), Qosha, Agyurd, Pyazbashi, Dagkasaman, Gadabay, Agduzdag, Chovdar, Kurakchay임.

ㅇ 또한, 건축자재 관련 채굴장이 303곳이 있는데, 건축석 59, 점토 95, 시멘트 원료 10, 모래.자갈 71개소 등 임

ㅁ 광산업 생산 및 투자현황

ㅇ 2018년 광업 부문 GDP 생산량은 석유 및 가스를 포함하여 30,559.4백만 마나트(약 179.8억 달러)를 기록하였음. 2018년 광산업의 총 생산은 34,817.4백만 마나트(약 204.8억 달러)로 이 중 원유 및 천연가스가 31,369.2백만 마나트(184.5억 달러), 기타 광물이 총 생산의 9.9%인 3,448.2백만 마나트(약 20.3억 달러)로 나타남.

ㅁ 정책 및 규제

ㅇ 아제르바이잔 정부는 비석유 부문 육성을 위해 2016년 12월 '국가 경제와 거시 경제 발전 전략 로드맵'을 발표하였는데, 동 로드맵 국가 발전 전략 목표와 우선순위를 정하고 실행하기 위함임. 다양한 경제분야에 대한 전략을 담고 있으며, 2016~2020년 경제발전 전략과 이후 2025년까지의 비전을 담고 있음.

ㅇ 특히, 자원 관련해서는 석유산업의 다운스트림화와 함께 각종 광물자원의 효율적인 개발이 포함되어 있으며, 강력한 중앙집권제 하에서 국가수반인 대통령이 직접 계획과 실행을 챙기고 있어 경제 운용의 근간이 되고 있음.

ㅇ 또한, 아제르바이잔 정부는 2016년 11월 28일 부로 ‘전기요금제’를 개편하였는데 광산업 종사 업체에 아래와 같은 요금제를 적용하여 운용에 도움을 주고 있음.

- 화학 및 알루미늄 산업, 광업 및 철강 생산 기업에게는 송전선 35kw 및 110kw 라인을 안정적으로 공급하고 매월 평균 5백만 kWh 까지 사용할 수 있도록 함.

- 낮 시간 요율 (08:00-22:00) – 0.058 AZN/kWh (부가세 포함) / 밤 시간 요율 (22:00-08:00) – 0.028 AZN/kWh (부가세 포함)

ㅇ 자원부국인 아제르바이잔은 광산업에 대해 여러 법령을 통해 규제하고 있으며, 주요 법령은 아래와 같음.

ㅁ 라이센스 및 절차

ㅇ 상기에 언급한 법령에 따라 아제르바이잔에서 광산업에 종사하기 위해서는 관련 기관에서 발급한 라이센스가 필요하며, e-portal https://lisenziya.gov.az/을 통해 신청이 가능함.

ㅇ 심토(Subsoil)에 관한 법령에 따라, 활용 형태에 따라 기간이 제한되는데, 지질학 연구는 5년, 광물 추출은 25년, 복합 용도의 경우 30년임.

- 광물 추출 목적의 심토 사용 기간은 효율적인 활용과 보존을 위해 타당성 조사 결과에 따라 결정됨. 광물 추출과 관련 없는 지하 시설 또는 특수 보호 시설은 일정기간 또는 영구적으로 사용될 수 있도록 함.

ㅁ 관세 및 교역액

ㅇ 아제르바이잔 수입 관세는 품목에 따라 0%, 5%, 10%, 15%가 부과되며 부가가치세는 18%임.

ㅇ 백금, 금, 다이아몬드 등 보석류 수입 시에는 아래와 같이 물품세(Excise duty)가 부과됨.

ㅇ 광물제품, 금, 은 등은 아래와 같은 HS Code로 수출입됨.

ㅇ 2020년 1~8월 기간 중 비석유 품목 중 금이 수출 2위를 차지함. 동 기간 중 수출금액은 124.4백만 마나트로 전년 동기 107.7백만 마나트에 비해 15.5% 증가세를 보였으며, 아제르바이잔이 금을 가장 많이 수출하는 국가는 스위스임.
