남아공, 주요 CDM 프로젝트

- 2009년 7월 28일, 요하네스버그에서 한-남아공 CDM 프로젝트 협력 포럼 개최

- 남아공 에너지부(DNA), 환경부, 상공부, 산업정책은행 등의 현지 유관기관 주제발표

□ 남아공 정부의 장기 온실가스 감축전략

○ 기후회복, 저탄소 배출 경제사회 구축을 위해 온실가스 감축과 기후변화 대응체계 구축을 비전으로 6가지 정책방향 설정

Theme 1 : Greenhouse gas emission reductions and limits;

Theme 2 : Build on, strengthen and/or scale up current initiatives;

Theme 3 : Implementing the “Business Unusual” Call for Action;

Theme 4 : Preparing for the future;

Theme 5 : Vulnerability and Adaptation; and

Theme 6 : Alignment, Coordination and Cooperation.

○ 분야별 온실가스 감축전략

- 사회 전방위적(산업, 주거, 상업, 교통) 에너지효율성 제고 프로그램 가동

- 탄소절감 기술 및 신에너지 자원의- 개발

- 적절한 시장 규제 매커니즘 도입

· 적극적이고 강제적인 에너지 절감 목표의 설정 및 시행

· 탄소배출세 강화 및 에너지절감 기업 인센티브제 도입

· 에너지원 다양화를 통해 온실가스 배출 주요인인 석탄 의존도 완화

· 신대체에너지 개발촉진 및 원자력 에너지 비중 확대

· 신대체에너지 개발촉진을 위한 FIT(Feed-In Tariff) 도입

· 석탄화력발전소의 CCS 기반구축

□ 남아공 CDM 프로젝트 현황 및 주요 프로젝트

○ DNA 접수 CDM 프로젝트 : 125개

- PDD : 28개 프로젝트, 이 중 15개 CDM Excutive Board에 등록, 4개의 프로젝트에 대해서는 CER이 발급됐음.

- PIN : 97개 프로젝트

- PDD 단계 28개 프로젝트로 절감 가능한 양은 매년 470만 톤eCO₂로 추정됨.
