1. Market Trend and Demand

 

 ○ Eight out of ten top cause of morbidity in the Philippines are infectious in nature like measles, chicken pox and pneumonia are transmitted by sneezing, coughing, splitting, talking and by air currents.

 

 ○ To break the link of the chain of infection, several methods are now being practices in the country both residential, institution and commercial areas.  

 

 ○ Disinfecting and sanitizing is just one of the process used to remove microbes from hard surfaces or reduce microbial levels. Hence; the use of disinfectant has been playing a major role in this sector. Household, healthcare, and food processing industries are the major consumer of disinfectant.  

    

 ○ Disinfectant in the country is commonly seen in aerosol tin form and in container packaging. Disinfectant in aerosol tin is normally used for household which is normally ready-to-use while disinfectant in liters and gallons are for institution and commercial usage. Disinfectant in the country are available in ready to use form and disinfected that has to be diluted. Eco-product disinfectant is also booming in the Philippine market.   

 

 ○ Disinfectant should be registered in Philippine Food and Drugs Administration(FDA) in specific category of usage either for household or drug application; however according to some industry players of specialize disinfectant, although there is product registration for disinfectant for specific usage, there is no proper monitoring on the product that is why there are some products that are registered and intended for household application but being used even for institutional application. Even the common rubbing alcohol is sometimes used as disinfectant by small dental clinics for their dental instruments. This situation has been one of the reason for slowing down the market of specialized disinfectant for institutions.

 

 ○ The product of Hansung Bio-Chem is categorized under drug applications that are used for institutions like hospitals, schools, dental clinics, restaurants, hotels among others.

 

 ○ There are only few imported disinfectants that specializes for institution application because chemicals for disinfectant are widely available in the country which enable local companies to manufacture local disinfectant in which even disinfectant for household application is also used by institution.

 

 ○ Philippine import statistics on finished liquid disinfectant shows the import size of Philippine market with disinfectant. According to Philippine National Statistics Office(NSO) finished liquid disinfectant for institution is lumped with HS Code 3808.40.92 under the category of ‘Other disinfectant, not put up in aerosol tins.’ This category are the ones usually use for institutions like hospitals, hotels, restaurants among others.

  - Although, there is no Philippine export of disinfectant recorded on 2012, local producer of disinfectant also shares to export market of the country for the previous years. Table below shows the Philippine export of disinfectant for the last three years:

  - However; Philippine local production and consumption of disinfectant can’t be quantify as there is no official data for it.

 

 

2. Competitive and Price Trend

 

 ○ Disinfectants for institution in the Philippine are available in both local and imported. Disinfectant product for institution is normally distributed by medical equipment and instrument supplier as their additional product.

 

 ○ Locally made disinfectant dominates the market due to price differential. Table below shows the prevailing retail price of disinfectant in the local market:

3. Product/ Quality Certification System

 

□ Disinfectant product both local and imported must obtain a Certificate of Product Registration(CPR)from Philippine Food and Drug Administration(FDA). For imported disinfectant, their assigned assigned local distributor must secure first a License to Operate(LTO) before they can sell such product if it is their first time to distribute this kind of product. Usually, the local distriubutor is the one who is the one who process the CPR but in some instance, foreing distributor are also to the processing of CPR especially when chosen Philippine distributor prefer to distibute disinfectant that already have a CPR from FDA.

 

□ In the event, that the foreign company company is the one who should do the processing of getting the Certificate of Product Registration(CPR), according to FDA Memorandum Circular No. 2013-001-A entitled “Amendment – Memorandum Circular  No. 2013-001 Re: Submission of Application for License to Operate(LTO) and Certtificate of Product Registration(CPR), below is the guidelines and process of filling the CPR in the FDA.

 

□ Section 4.2 Filing of Application

 

 ○ 4.2.1 Payment

  - The Food and Drug Administration(FDA) in efforts to improve regulatory integrity shall minimize face-to-face intereaction between clients (e.g. Liaison officers, freelance regulatory consultants) and its regulatory officers. Thus, there shall be no technical reviedw, pre-assessment evaluation or checking documents for competion prior to payment. The company’s Regulatory Officer shall ensure that the submission is complete as per checklist of requirements.

  - 4.2.1.1

   · The Client shall properly and completely fill-up the Assessment Slip, which is available at FDA Lobby, Main Building or can be downloaded in the FDA official website (www.fda.gov.ph). Then the Client shall proceed to the Billing/Cashier for the issuance of Order of Payment and Official Receipt. (A new Application Form/Billing Statement shall be used once the Electronic Payment takes effect)  

  - 4.2.1.3

   · The Client shall ensure and guarantee that the amount to be paid is based on the latest FDA Issuances for Fees and Charges and all data indicated / declared in the Assesment Slip is true and correct otherwise the application shall be held pending (notice will be posted in the FDA website) and the client shall be given 15 days upon posting online to correct payment. Otherwise the application will be disapproved.

 

 ○ Section 4.2.2 Receiving

 

 ○ Submission of application is in accordance with the existing schedule of acceptance of application by the respective Centers.     

 

 ○ 4.2.2.2 For CPR

  - 4.2.2.2.1

   · All applications shall be centrally received by the respective Centers(Center for Drug Regulation and Research, Center for Food Regulation and Research, Center for Cosmetics Regulation and Research) at the FDA Lobby, Main Building except for the CPR applications for Medical Devices which shall be receive by CDRRHR, Manila.

 

□ Section 4.3 Evaluation of Application

 

 ○ All received applications shallbe evaluated in accordance with the prescribed requirements and guidelines issued by the respective Centers.

 

□ Section 4.4 Releasing

 

 ○ 4.4.1

  - Issuance of LTO and CPR or Notice of Deficiency(NOD)/ Letter of Denial including the hard copy of the application shall be released through Courier(Collect Payment) and/or in the Central Releasing of the Administration and Finance Office(AFO), except for LTO and CPR for Medical Devices which shall be released in CDRRHR, Manila.

 

 ○ 4.4.2

  - The Client shall keep the returned hard copy of the application, retain them for 5 years after epiration of LTO/CPR and/or as long as the establishment and/or product remains active in the market, and be made available for audit/retrieval as determined by teh FDA.  

 

 ○ 4.4.3

  - Only authorized and accredited company’s representative/liaison officer shall be allowed to receive the issued LTO/CPR.

 

 

4. Market Entry

 

 ○ Finding a Philippine local partner is still the best way to enter Philippine market in which they are the one who market and distibute the product to Philippine end-user.
