2014년에 바뀌는 태국 비즈니스 관련 정보
- 개인소득세 인하 및 새로운 중소기업 인센티브 등이 도입됨. -
- 2014년 중 태국 증권거래소는 외국기업 상장이 가능하도록 관련 규정을 정리할 계획임. -
□ 2014년 태국 개인소득세 인하
○ 2013년 12월 23일 왕실 관보를 통해 새로운 과세 등급 및 소득세율 인하를 공식 발표함.
- 태국 중산층(연간 소득 15만~50만 밧 구간)의 경우 새로운 과세 제도에 따라 최소 5%에서 50%까지 감세 혜택을 받게 되며 2014년부터 적용됨.
- 개인소득세 인하는 태국 중산층 소비여력을 확충해 중·장기적으로 경제성장에 도움이 될 전망임.

□ 태국 중소기업 경쟁력 강화 인센티브 도입
○ 태국 투자청(BOI)은 중소기업 역량 강화 및 경쟁력 향상을 위한 새로운 제도(SME Capability Enhancement Projects)를 도입하기로 발표함.
- 태국인 자본이 51% 이상이며 토지와 운전자본을 제외한 투자금액이 50만 밧 이상이고 순고정자산(토지와 운전자본 제외 기준)이 2억 밧 이하인 기업만 대상으로 함.
- 지원 대상으로 선정기업은 8년간 법인세와 신규 수입 기계에 대한 관세 면제 혜택을 받음.
- 4개 그룹 39개 사업 군에 속하는 중소기업을 대상으로 함.

- Manufacture of products from herbs, including soap, shampoo, toothpaste and cosmetics

- cold storage or cold storage and cold storage transportation
Business in important supporting industries that require high manufacturing skills, including 16 types
- Manufacture of iron and steel casting (only casting of metal parts using an induction furnace)
- Manufacture of forged steel parts
- Rolling, drawing, casting or forging of non-ferrous metals
- Manufacture of machinery, equipment and parts
- Manufacture of metal products including metal parts
- Surface treatment or anodized surface treatment
- Manufacture of vehicle parts
- Fabrication of metal structure products or platform repair
- Manufacture of electrical equipment for industrial use
- Manufacture of electrical products
- Manufacture of parts or equipment used for electrical products
- Manufacture of electronic products
- Manufacture of electronic parts and/or equipment or parts and/or equipment used for electronic apparatus

- Production related to the gem and jewelry industry

Services and tourism, including 3 types
- Cultural centers
- Hotels (Projects located in Zone 1 and Zone 2, Hat Yai district of Songkhla, Muang district of Chiang Mai, Hua Hin, Cha Um, Koh Samui, Phang Nag, Karbi are not promoted. Promoted projects must have at least 20 rooms and minimum investment of not less than 2 million baht per room)

□ 태국 증권거래소 외국기업 상장 가능
○ 태국 증권관리위원회(SEC: The Securities and Exchange Commission)는 2014년 외국기업의 태국 증권거래소 주식 상장이 가능해질 것으로 전망함.
- 2014년 중으로 SEC는 외국 거래소에 상장되어 있지 않은 외국기업의 태국 증권거래소 상장을 허가할 예정이며 태국 증권거래소 상장 기준은 국제 기준에 따라 만들어질 것임.
- 태국 증권관리위원회는 아세안 경제공동체(AEC) 등장에 앞서 기업 경쟁력 강화를 위하여 자본시장을 통한 태국 기업의 자금조달을 장려하고 있음.
- 2013년 태국 증권거래소에서 34건 IPO를 통해 1280억 밧(43억 달러)의 자금조달이 이루어졌으며 이는 아시아에서 가장 높은 수준임.
□ 시사점
○ 현재 반정부 시위 사태 등으로 소비 심리가 극도로 위축돼 있으나 개인소득세 인하 등을 통해 중·장기적으로 태국 중산층의 소비여력은 늘어날 것으로 보임.
- 한류 상품 등 한국산 소비재 제품의 유력한 수출시장으로 태국을 주목할 필요가 있음.
○ 태국 중소기업 경쟁력 강화 인센티브, 외국기업 태국 거래소 상장 허가 등을 통해 태국 정부는 지리적 이점을 살려서 2015년에 예정된 아세안 경제공동체(AEC)의 주도권을 쥐려고 함.
- 한국 기업은 미얀마, 캄보디아 등 주변국 진출을 위한 거점시장으로 태국을 주목할 필요가 있음.
