- FIT 가격 확정으로 관련 프로젝트 탄력 받을 듯-

□ 필리핀 에너지규제위원회(ERC : Energy Regulatory Commission), FIT 최종 승인 발표
○ 7월 말, ERC는 당초 국가재생에너지위원회 NERB(NREB, 국가재생에너지위원회) 권고안보다 낮은 가격으로 FIT를 최종 승인, 본격적인 사업시행의 기틀을 마련함.
- 재생에너지의 생산 전력에 대한 FIT 인센티브는 당초 2009년 확정, 2010년 중 시행 예정이었으나, 전력가격 인상에 대한 우려 및 반대 등의 이유로 3년째 시행이 지연
- 2012년 7월 27일 ERC가 수력, 바이오매스, 풍력, 태양광의 FIT 확정안을 발표함
○ 한편, 이번 확정안에서 조력발전은 추가조사 및 관계기관 협의 등이 필요한 것으로 판단하여 FIT 최종 승인 발표에서 제외됨
* Feed-in-Tariff: 재생에너지로 생산된 전기를 일정 가격에 일정기간 동안 구매 보장해주는 제도로 발전 프로젝트 인센티브의 일환, 필리핀 재생에너지법(RA 9513, Section 7)에 의해 규정
□ 필리핀의 신재생에너지 정책
○ 2008년12월 필리핀 정부는 수력, 풍력, 태양광, 바이오매스, 지열, 조력 대상으로 재생에너지법(Renewable Energy Act, RA9513) 발효
○ 2009년 7월 동법 시행령(IRR) 발효하였으며, 2009.9월 Renewable Energy Projects Development Guideline 발표한바 있으며, 2년여 만에 국가 재생에너지 개발프레임인 National Renewable Energy Program(NREP) 발표
○ 현재 발전용량인 5,369MW(수력, 지열 포함)를 2030년까지 3배 수준인 15,304MW로 확대하여 필리핀 필요 전력량의 절반정도를 재생에너지에서 생산할 계획

□ 경쟁국 대비 필리핀의 신재생에너지원별 FIT 수준
○ 에너지원별 FIT는 1KW당 수력 5.9페소, 바이오메스 6.63페소, 풍력 8.53페소, 태양광 9.68페소임.
○ 한편 필리핀의 재생에너지원별 FIT 가격은 환율 감안 시 태국에 비해 높은 수준이며 말레이시아 대비 수력, 바이오매스 분야는 높은 수준이나 태양광은 다소 낮은 수준임.

□ 신재생에너지 프로젝트 최근 현황과 투자청(BOI) 투자인센티브 승인 동향
○ 에너지부, 2012년 1분기 총 57개 RE 프로젝트 승인
- 바이오매스 프로젝트 1건(19MW 규모), 지열 8건, 태양광 10건, 수력 35건, 풍력 3건으로 총 1195MW 규모의 RE 프로젝트 57건을 승인하였고, 올해 중 180건의 프로젝트 승인이 예상된다고 밝힘.
- 참고로 에너지부는 올해 3~4분기 중 Luzon, Visayas 지역 내 50여개 이상의 수력발전 탐사 및 개발 프로젝트 입찰 준비 중
○ 한편, 올해 8월 Domingo 통상산업부(DTI) 장관은 Purisima 재무부(DTI) 장관과 회의를 통해 투자청(BOI)의 재생에너지 프로젝트에 대한 소득세 면제 혜택을 폐지할 것이라고 밝힘.
- FIT 시행시, 재생에너지 사업자들은 어느 정도 수익이 보장되기 때문에 소득세 면제 부여는 중복 인센티브라는 입장
- 과거 발전사업자에 대해 중복 인센티브 부여한바 있으나, 2010년부터 이 같은 문제를 시정함. 더 이상의 중복 인센티브 부여는 없을 것이며, 이는 투자인센티브에 대한 가치 향상과 정부의 세수 확대 위한 방안이라는 입장임.

□ 시사점
○ 2008년 재생에너지법 제정 당시보다 정부의 신재생에너지 지원 의지가 약화된 것으로 여겨져 관련 기업 및 이해당사자들의 반발이 컸으나, 정부는 이번 FIT 최종 확정으로 신재생에너지 개발 사업자에게 명확한 사업성 판단기준을 제시함.
○ 또한 에너지부는 올해 들어 매월 15건에 프로젝트 승인을 목표로 1분기에만 57건을 승인하는 등 신재생에너지 개발에 적극적인 자세를 보이고 있음.
○ 한국은 물론 중국, 일본, 유럽, 미국 기업이 필리핀 재생에너지 개발에 지속적 관심을 표명하고 있는 바 참여자간 사업권 확보 경쟁은 더욱 치열해질 것으로 예상됨.
