1. General Overview
□ Construction materials Market in Vietnam
○ The construction materials market has just received its first optimistic signs with business results in the first six months of the year showing slight improvement. However, poor demand, high inventory and an increase in power price continue to challenge manufacturers.
○ The Vietnamese construction industry recorded a CAGR of 19% to 2017. However, Vietnam's economy has undergone an extended period of insubstantial expansion, due to decelerated growth in the real estate sector, a banking system characterized by non-performing loans(NPLs) and a property market slump. This is reflected in the construction industry's growth which slowed from 19.7% in 2011 to 6.5% in 2012. Based on the assumption that the banking sector avoids a crisis and the government manages to rebuild growth momentum with carefully targeted stimulus measures and investment in large-scale infrastructure development projects, outlook for the industry is positive.
○ Recently, from the beginning of August, according to the updated database of Vietnam Cement Association and and Ministry of Trade and Industry, the construction materials market has just received its first optimistic signs with business results in the year showing slight improvement. However, poor demand, high inventory and an increase in power price continue to challenge manufacturers.
○ Previously, the total business and production value of the construction sector reached more than 12.6 trillion VND (US$ 600 million) in May and 57.814 trillion VND (US$ 2.75 billion) for the first five months of this year, down 5.4% year-on-year. The assembly sector's revenue was 21.25 trillion VND (US$ 1 billion), down 14.6% over the same period last year and 34.2% of the whole year target. Many key projects are still behind schedule, especially those involving electricity. Meanwhile, the value of production in the industrial and construction material was 23 trillion VND (US$ 1.1 billion), a slight increase of 3.9% year-on-year. This was 39% of the whole-year target.
○ The construction material industry continues to face a difficult time in domestic and foreign markets, said the chairman of the Vietnam Construction Materials Association, Tran Van Huynh. He said that the industry last year faced an over supply when sales plummeted because of the inactive property market. He added that most companies did not operate at full capacity."The capacity of cement companies was 80%, the pottery sector was under 70%, construction glass was under 50% and some of other sectors only 15%," Huynh said.
○ In addition, stockpiles of finished goods were at a high level - and coal and power costs have increased. It is blamed for massive uncontrolled investment as the main reason causing oversupply. To solve the problem, the association has suggested re-planning the industry to balance demand and supply, applying new technologies to improve quality and design of products, using new materials that can save time and money, and using industrial waste and strengthening management.
○ Construction material production is considered a key industry in Vietnam, contributing 7~8% to the national gross domestic product. Last year, the industry's turnover reached about 190 trillion VND (US$ 9.05 billion), of which 31% was contributed by the cement industry.
□ Overview of Roofing Market in Vietnam
○ In recent years, the building of residential areas, offices, and hotels have been mushrooming in order to meet increasing demands for the space of office and residence. More crucially, the development of construction industry is paving the way for the creation of new materials and new technologies which have been selected and applied in the execution of high-rise buildings. Nowadays, there have been various kinds of panel to meet the high demand of customers, from different materials such as PU, PVC, ACP, EPS, etc.
○ Vietnam Roof Sheet Association, an association of all Vietnamese roof companies has been the official member of International Chrysotile Association (ICA) since 2002. ICA was established in 1976 with 34 members. Since 2000, when EU implemented the 1999/77/EC decision on 26/07/1999, banning the use of amiang (asbestos), some countries of EU had to leave ICA. As a result, the total members of ICA were 23 of 23 countries all over the world.
○ The Vietnamese roofing industry has 41 local manufacturing sites in the whole nation. Most of them have high technique, good quality and being certificated by the Government. However, there are still low qualified manufacturers with unsystematic price, which badly affects the roofing industry. To overcome this weakness, it’s necessary to establish some groups of manufacturing and distributing roof and the composite of cement – fiber. Actually, there have been some groups such as Ha Long, Dong Anh group and this has brought some satisfactory results on product quality. Quality is not the only important factor these days but products also have to be good for the environment.
○ The roofing industry hasnow been invested more in technique, modern equipments and materials in order to enhance quality of the products, diversifying the products as well as the input materials, so that Vietnam roofing can compete with foreign manufacturers, especially the South East producers. The environmental friendliness is also being taken care of with more specific methods.
○ Crucially, the quality and price of the domestic products are fairly good and reasonable. Therefore, the domestic products are accepted by Vietnamese building companies and being sold well in Vietnamese market. However Vietnamese weather condition is unstable and it requires an enduring kind of roof, panel. The sandwich panel which has high insulation is a suitable product for construction in Vietnam. Panel technology has been an advantage and popular material in the world in installation and construction works such as: making industrial factories, cold storages, aseptic rooms, temporary offices, houses... With the best characteristics as sound insulation, heat insulation, anti-fire, save electric energy…panel is specially used to make partitions, walls, roofs, ceilings ... in construction and installation, and to be highly appropriated.
○ Many local construction companies, especially those specializing in roofing, panel can now manufacture and supply this item. Now some have established their brand names in the domestic market. Among those are Vietnam American Industrial JSC with brand 3D & TONXOP, Vietrust JSC with brand name TONMAT, etc. Their products are highly evaluated and used popularly in many buildings. Besides, there are other importers who distribute sandwich panel of foreign suppliers such as China, France, Turkey…like Nam Viet JSC (Navifico), Vimetco JSC to name but two. Recently, on 27th November 2010, KingspanIzopoly – a Turkey group of roofing products hold a conference on insulating IPN Sandwich panel to introduce their item in Vietnam market. This group now has 43 factories and 25 distributors in more than 20 countries like America, Canada, England, France, Spain, etc. Their turnover in 2009 was 1.25 billion Euros. The South Commercial Company is the official distributor of KingspanIzopoly in Vietnam.
○ Specifically, the major core materials of sandwich panel in Vietnam are EPS, PU and Glass wool, in which the highest propotion goes to EPS (estimated at 65%), the second highest percentage is owned by PU (estimated at 30%) and 5% is the input material share of glass wool. Actually, it is very difficult to estimated the share of these input materials because in Vietnam, it is favored that the manufacturers mix these 3 materials together.

○ The tables above show the trend in Structures (excluding prefabricated buildings of heading 94.06) and parts of structures (for example, bridges and bridge sections, lock gates, towers, lattice masts, roofs, roofing frame-works, doors and windows and their frames and thresholds for doors, shutters, balustrades, pillars and columns), of iron or steel; plates, rods, angles, shapes, sections, tubes and the like, prepared for use in structures, of iron or steel, HS Code 730890. As can be seen from the tables, there was an increase in the total import between 2009 and 2011. The four biggest importers were all Asian countries, of which China has had the greatest value in all 3 years. Republic of Korea is the second biggest supplying market. Different from slow speed of Chinese imported value, Korea has owned very steady and quite fast growth, which can be illustrated by the nearly doubled value after each year from US$ 11,852 (2009) to US$ 21,935 (2010) and finally, US$ 40,487 (2011). It shows us the trend of using Korean materials instead of Chinese ones which has recently received many boycott from the customers.

○ It can be seen that export value of Vietnamese manufacturers has been suffered from the crisis, falling from US$ 130,599,000 in 2009 to US$ 98,167,000 in 2010. In two recent year, although there are some signs of recovery, the value has not yet achieved the value of 2009. The cut down export value results in the cut down of input materials, especially imported ones.

Until now, they have 4 local distributors and 1000 agents in the domestic market, of which MIRAI. Corporation is the biggest distributor in the North of Vietnam. Compared to some competitors in the North and Middle of Vietnam, TONMAT products made up 30% of the market in 2006, up to 40% in 2007 and in the year 2008, its market share accounted for 50% of the total sandwich panel market.
