시리아 금년 상반기 투자건수 43% 감소

- 시리아 석유분야에 대한 외국인 투자진출활동 위축전망 –

 

 

 

□ 정보 내용

 

 ○ 시리아 투자유치공사에 의하면 금년 상반기중 투자허용건수는 131건으로 전년동기 대비

    43.5%가 감소한 것으로 나타났음. 2010년 상반기 투자유치공사의 투자 허용건수는

    232건을 기록하였음

 

 ○ 시리아에는 민간기업의 투자허용업무를 총괄하는 단일 기관은 없으나 시리아 투자유치공사는

    제조업,운송과 농업분야의 투자를 총괄하고 있어 투자유치공사의 투자허용건수 추이는 시리아

    투자 활성화 추이를 판단하는 기준이 되고 있음.

 

 ○ 금융과 관광분야의 투자허용은 시리아 투자유치공사가 아닌 다른 정부유관기관의 소관으로

    되어 있음. 3.15일 시작된 소요사태가 시리아 경제에 미치는 영향을 판단할 수 있는 데이터는

    없으나 지난 7월 발표된 금융분야 실적데이터에 의하면 금년 상반기중 5대 상업은행의

    영업실적이 전년동기 대비 평균 16% 하락하였음

 

 ○ 제조업분야에 대한 민간기업의 투자는 지난 몇년동안 무역자유화 조치와 대규모 산업도시

    건설붐에 힘입어 그동안 꾸준한 증가세를 보였음.2010년 한해 투자유치공사가 허용한

    투자건수는 397건으로 금액으로는 19억 달러를 기록하였음

 

 ○ 한편 2010년 시리아에대한 외국인 직접투자는 28%가 하락하여 금액으로는

    18억 5천만 달러를 기록하였음. 2010년 중동지역에대한 외국인 투자는 금융위기,

    경제불황여파로 전년대비 23%가 하락하였으며 2009년 시리아의 투자유치액은

    25억 7천만 달러를 기록하였음. 2010년 아랍국가의 외국인 직접투자유치액중 시리아가

    차지하는 비율은 2.9%의 미미한 실적을 차지하는데 그쳤음. 사우디아라비아가 전체

    아랍투자유치의 1/3를 차지하여 금액으로는 215억 6천만 달러를 기록하였으며

    다음으로 카타르,이집트,레바논이  차지하였으며 2010년 아랍국가에대한 전체외국인

    투자액은 642억 7천만 달러를 기록하였음. 2010년 국별 외국인 투자유치액은 레바논

    49억 5천만 달러,요르단 17억 달러 이라크 19억 4천만 달러 그리고 이집트의 외국인

    투자유치액은 63억 8천만 달러를 기록하였음

 

□ 향후 전망

 

 ○ 최근에 불어닥친 시리아 소요사태가 장기화되면서 관광산업이 위축되고 기업의

    내수투자가 축소되어 금년도 시리아 경제성장율이 1%로 하향조정 될 것으로

    전망됨에다라 기업의 내수 투자도 위축될 것으로 전망되고 있음. 관광산업은

    시리아의 투자를 견인하는 주요 분야로 2010년 GNP의12%를 차지하였으며

    관광산업 수익은 65억 달러를 기록하였음

 

 ○ 외국기업의 주요 시리아 투자분야인 석유 분야의 경우 미국의 경제제재에 따라

    미국기업의 시리아 투자가 금지되고 EU 차원에서도 EU 기업의 시리아 석유분야

    투자를 금지할 것으로 전망됨에따라 외국인 시리아 투자도 획기적인 상황변화가

    없는 한 위축될 것으로 전망됨. 프랑스 Total,영국 Shell사는 시리아 주요 외국인

    투자기업으로 프랑스 Total사의 일일 석유생산량은 14,000배럴에 달하고 있음.

    1988년 시리아에 진출한 Total사는 유프라테스강 인근 Deir ez-Zor 지역을

    중심으로 석유가스 생산활동을 해오고 있는데 EU의 시리아산 석유

    수입금지조치를 생산활동에 타격을 받은데이어 EU차원에서 시리아 석유가스분야에

    대한 투자금지조치를 단행할 경우 시리아의 외국인 투자유치활동은 제한적인수밖에

    없을 것으로 전망됨

 

시리아에 활동중인 주요 외국석유기업 현황

 

Royal Dutch Shell (UK/Netherlands)

 

 ㅇ The British/Dutch oil giant operates Al-Furat Petroleum Company (AFPC), a joint-venture firm whose other partners include China National Petroleum Corporation (CNPC), Oil and Natural Gas Corporation of India (ONGC) and the state’s General Petroleum Corporation (GPC). AFPC produces an average of 92,000 barrels of light crude oil a day from fields located around the city of Deir ez-Zor. In 1996, AFPC’s output peaked at 400,000 bopd. Shell is also exploring for oil and gas in two other fields near the Iraqi border, while its lubricants affiliate distributes its products through a joint-venture with a Saudi firm.

 

Total E &P (France)

 

 ㅇ The French oil company extracts some 20,000 barrels of crude oil a day from fields around Deir-ez-Zor through a joint-venture with GPC, the Deir ez-Zor Petroleum Company. Earlier this year, total was also awarded a contract to explore for oil in Block 7 in a joint-venture with Petro-Canada and distribute its lubricants in the local market.

 

Petro-Canada (Canada)

 

 ㅇ This subsidiary of Canada’s Suncor Energy is developing the Ash-Shaer and Cheriffe fields that holds proven reserves of 500 billion cubic feet of natural gas. Ebla Petroleum Company, a JV it established with GPC, operates the Ebla Gas Processing Plant that processes 80 million cubic feet of gas a day (2.5 million cubic metres a day). Petrocan also has a license to explore Block 2, which has a total area of 6,800 square kilometres, and another license in JV with Total to explore Block 3.

 

INA Naftaplin (Croatia)

 

 ㅇ This Croatian company made significant gas discoveries in the region of Palmyra and operates the Jihan Gas Processing Plant there with a daily capacity of 3.7 million cubic metres. The Jihan plant is operated through a JV with GPC, Hayan petroleum Company. INA also has a license to explore the Afamia block.

 

Gulfsands Petroleum (UK)

 

 ㅇ The UK-based company is developing the Khurbet East and Youssefieh fields in Block 26 with a current daily output of 24,000 barrels of crude oil. Gulfsands has a 50 percent working interest in Block 26 and is its operator. Its partner is Sinochem of China. The oil is produced under a JV with GPC, Dejleh Petroleum Company. Gulfsands shareholders include Syrian businessman Rami Makhlouf. US sanctions on Mr Makhlouf imposed in 2005 forced the company to switch its headquarters from Houston to London.

 

IPR (US)

 

 ㅇ IPR is a small US-based independent oil company that made several finds in the Abu-Khashab and Rashid fields located around the Euphrates River. The company has a 40 percent working interest in its block of operations and is the operator. Its partner is ONGC. Proven reserves are in excess of 42 million barrels and production began last year through a JV established with GPC, Al-Rashid Petroleum Company. It is the only US-based company currently operating in the Syrian oil and gas industry.

 

China National Petroleum Corporation (China)

 

 ㅇ The Chinese oil giant is present as a major shareholder in AFPC but has also signed a redevelopment contract with GPC for the Kebibe fields in the extreme north of the country. The JV with GPC is named Syrian-Sino Kawkab oil Company with a daily output of above 12,000 barrels of crude.

 

Tatneft (Russia)

 

 ㅇ Tatneft is a small Russian operator from the Tatar Republic. It made several finds in Block 27 on the border with Iraq with proven recoverable reserves estimated at 38 million barrels. Last year, it established Al-Bou Kamal Petroleum Company with GPC to extract the oil. Output is still limited.

 

Sinopec (China)

 

 ㅇ China’s Sinopec has established a JV with GPC, Oudeh Petroleum Company to extract oil under a redevelopment contract with the state-owned company. Output at the Oudeh, Tishreen and Sheikh Mansour fields is estimated at above 20,000 barrels of heavy crude oil a day.

 

Oil and Natural Gas Corporation (India)

 

 ㅇ ONGC has a minority stake in AFPC and a 60 percent working interest in the license to explore Block 24 where the operator is IPR.

 

Kulczyk Oil Ventures (Canada)

 

 ㅇ This Polish company is searching for oil on the Syrian coast through its affiliate Loon Lattakia. It has made several finds and estimates recoverable reserves at up to 400 million barrels. Kulczyk is the operator in the field and has a 45 percent working interest. Its partners include Triton, its Singaporean subsidiary, and MENA Hydrocarbons, a Canadian company.

 

Other companies in exploration and production

 

 ㅇ Maurel & Prom, a French company and Soyuzneftegaz from Russia are searching for oil on the Syrian coast and on the Iraqi borders, respectively. They have announced no finds. HBS, a Tunisian company, was recently awarded a license to explore Block 3 although it has not yet begun operations.

 

Other companies

 

 ㅇ Foreign companies operating in the oil services sector include Schlumberger of France, Crosco, an affiliate of INA Naftaplin, and BGP, an affiliate of CNPC.
