2007 대베트남 외국인투자 동향 분석
- 전년대비 신규투자 건수 73.5%, 금액 96.3% 증가 –
- 한국은 2년 연속 1위 투자국 등극 -

□ 2007년 대베트남 외국인 투자동향
ㅇ 203억 달러로 사상 최대 기록
- 신규투자 178억6000만 달러, 증액투자 24억4000만 달러
- 대베트남 투자누계(1988~2007년) 금액의 20%에 해당
- 전년대비 신규투자 건수 73.5%, 금액 96.3% 증가
ㅇ 투자실행률 35%
- 누계기준으로 대베트남 투자총액은 831억 달러이며, 투자실행액은 292억 달러로 투자실행률은 35%를 기록
ㅇ 투자규모의 대형화
- 건당 평균 투자금액은 1236만 달러로 2004년 307만 달러, 2005년 463만 달러, 2006년 972만 달러 대비 크게 증가
- 이는 전통적인 노동집약적 중소형 투자의 증가율이 둔화되고, 중공업, 서비스(부동산 개발 등)업 등 대형투자의 증가율이 급증함에 비롯
ㅇ 서비스업 투자 약진
- 제조업이 여전이 가장 많은 투자를 기록했으나, 대형 부동산 개발 등 서비스업종의 투자가 금액기준 47.78%를 차지
- 2004년 23.84%, 2005년 35.44%, 2006년 31.19% 대비 급증
ㅇ 5대 투자국이 전체 외국인투자의 79.37% 차지
- 2007년 대베트남 외국인투자 순위는 한국(44억6000만 달러), 영국령 버진아일랜드(42억7000만 달러), 싱가포르(26억1000만 달러), 대만(17억4000만 달러), 말레이시아(10억1000만 달러)로 이들 5개국 투자가 전체의 79.37% 차지
ㅇ 지역별로는 호치민(Hochiminh), 하노이(Hanoi), 동나이(Dong Nai), 빈증(Binh Duong), 푸년(Phu Yen) 순
- 호치민시가 307건 22억8000만 달러로 가장 많은 투자 유치
- 푸년의 경우, 영국과 러시아의 정제공장 투자 한건(17억 달러)으로 5위에 랭크
- 누계기준 5위는 바리아붕따우(Ba Ria-Vung Tau)

□ 시사점
ㅇ 2007년 한국의 대베트남 투자 특징은 전통적인 중소형 노동집약적 산업투자가 점차 줄어드는 반면, 대기업 중심의 기간산업(중공업 등) 대형투자 증가하고 있다는 점이며,
ㅇ 특히, 부동산개발투자가 금액기준 상위 1~14위까지 차지하면서 서비스업 투자 급증
ㅇ 이는 베트남의 인건비 상승, 높은 물가상승률, 공단가격 상승, 열악한 인프라 등으로 인해 노동집약적인 산업의 투자매력이 점차 줄어드는 반면, 부동산 시장 활황세와 한국내 건설불경기가 맞물려 서비스시장 투자가 급증하는 현상을 보이는 것으로 분석됨.
ㅇ 제조업의 경우, 베트남이 집중 육성하고 있는 중공업, 중화학 및 하이테크업종의 경우 아직 선점되지 않은 미개척 시장이라는 점과 생산후 수출하는 생산거점형 투자로서의 매력이 여전하나,
ㅇ 투자여건이 성숙함에 따라 중소형 투자보다는 대기업 위주의 대형투자가 증가하는 추세
ㅇ 중국을 대신할만한 투자처로써의 베트남, 생산거점으로서의 베트남 투자여건이 상대적으로 여전히 양호한 편이나 노동집약적 중소형 제조업 투자여건은 점점 악화될 것으로 전망
ㅇ 이에 반해, 부동산 개발 등 서비스 업종 대형 투자의 증가세가 당분간 지속될 것으로 예상
