ELF 나이지리아, 유전시추 관련선박 입찰자격 사전심사

□ 정보 개요

 

 ○ 세계적인 석유 메이저 ELF의 나이지리아 현지법인인 ELF PETROLEUM NIGERIA LIMITED(EPNL)가 최근, OFON PHASE II 해상유전 광구개발 프로젝트의 시추 활동에 필요한 선박의 공급에 관심있는 기업들을 입찰자격 사전 심사에 초청한다고 발표했음.

 

 ○ EPNL이 입찰을 통해 구입할 예정인 선박은 플랫폼 공급 선박(Platform Supply Vessel) 2척 및 Anchor Handler Tug Supply Vessel 1척으로 세부 사양은 다음과 같음.

 

  - Platform Supply Vessels(PSV or PSV‐T)

   · BHP : 5000~6000

   · Built : 1995년 이후

   · Fire-fighting : Minimum FiFi class 1

   · Dynamic positioning : Minimum DP 1(Fanbeam system mandatory)

   · Free deck space : 600m2

   · Base oil capacities : 200m3

   · Liquid mud capacity : 1000m3

   · Brine capacity : 500m3

   · Dry bulk capacity : 300m3

   · Potable water : 400m3

   · Drill water : 900m3

   · Fuel capacity : 900m3

   · Fully classified and Solas approved

   · Deck crane : 2 metric tons at 10m reach minimum

   · PSV should be type UT755, VS470. PSV‐T with the above specifications and with 65 metric tons bollard pull would be preferred.

 

  - Anchor Handler Tug Supply Vessel(AHTSV)

   · BHP : 5000~6000

   · Built : 1995년 이후

   · Bollard pull : 65 metric tons

   · Fire-fighting : FiFi class 1

   · Dynamic positioning : DP 1(Fanbeam system mandatory)

   · Free deck space : 400 m2

   · Base oil capacities : 100m3

   · Liquid mud capacity : 300m3

   · Brine capacity : 100m3

   · Dry bulk capacity : 200m3

   · Potable water : 400m3

   · Drill water : 400m3

   · Fuel capacity : 400m3

   · Fully classified and Solas approved

   · Deck crane : 2 metric tons at 10m reach minimum

 

□ 제출 서류

 

 ○ EPNL의 입찰자격 사전심사를 통과하기 위해서는 입찰희망 선박에 대해 다음과 같은 서류들을 각각 2세트씩 제출해야 하며, 입찰희망 선박(AHTSV 또는 PSV)별로 그룹핑해 각각 다른 봉투에 봉인한 후 봉투겉면에 AHTSV 또는 PSV라고 분명하게 표시해야 함.

    (To qualify for consideration, companies are required to furnish two(2) hard copy sets of documentation for each vessel type proposed. Each vessel type documentation(AHTSV or PSV) shall be grouped together and sealed in a separate envelope clearly marked “AHTSV” or “PSV”, as the case may be.)

 

 ○ 사전심사 신청기업들은 세트별로 다음과 같은 서류들을 구체적으로 작성해 순서대로 편철하고, 각각의 서류별로 간지를 넣어 구분해야 하며, 사전심사 신청 서류들을 CD ROM에 저장해 입찰희망 선박별로 각각 2매씩을 제출해야 함.

    (Each set of the documentation must contain all the specific chapters, separated by dividers, in the same order as set out here below, in addition two(2) electronic CD ROM copy of the pre-qualification documents must be submitted.)

 

  - A separate section summarizing the contents chapter by chapter of the pre-qualification document

 

  - Evidence of company’s registration in Nigeria(Certificate of Incorporation), Nigerian company’s legal status, copies of Corporate Affair Commission’s forms CO2 and CO7 showing company’s shareholding profile

 

  - Company’s general structure and organization, including the branch dedicated to such activities

 

  - In case of a joint venture, attach a copy of the joint venture agreement, and details of the interest of each of the joint venture partners and the role of each party shall be clearly indicated

 

  - Details of company’s Health, Safety and environmental Policy and Programme together with HSE Management System. HSE Considerations on site, and throughout the requirement are part of contractor’s responsibility and company must have proven methods for eliminating risks associated with its own scope of services and all interfaces with others. These methods must be clearly indicated.

 

  - Safety records detailed for accidents, injuries, damages and summarized for near‐misses, LTI for the past three(3) years

 

  - Details of company’s Community Affairs Policy and Programme and records for the past three(3) years

 

  - Nigeria Content

   · Elf Petroleum Nigeria Limited and Joint Venture Partner are committed to maximize the Nigerian Content of this project. Companies are to note that evidence of a Nigerian Content Strategy/Plan is a compulsory prerequisite. In line with this, companies are required to ensure that information on the following is included in their submission, to show their level of compliance with Federal Government Directives on Nigerian Content Development.

   · Interested foreign companies must partner with Nigerian companies to undertake this project.

   · Provide training plans for the Nigerian workforce on the project.

   · Provide details of the percentage of your key management positions held by Nigerians and what percentage of total force is Nigerian.

   · Proposed Utilization of Nigerian resources(manpower services through subcontracting where applicable, equipment and materials, etc) in order to achieve the Federal Government targets of 70% by 2010 in terms of monetary value for this contract

   · Provide evidence of significant growth capacity building programme(human/infrastructure) in Nigeria over the next 3 years.

   · In case of joint venture, attach copy of the joint venture agreement or MOU, with details of the interest of each of the joint venture partners.Th role of each party shall be clearly indicated.

   · Non compliance with Nigerian Content Directives is a “fatal flaw” and which shall result in disqualification from bidding on this project.

 

  - Quality Assurance System certified ISO or equivalent

 

  - Copy of relevant Department of Petroleum Resources(DPR) Certificate of Registration for year 2006

 

  - Provide details regarding conformity of vessels to the Nigerian Cabotage Law and registration with NMA.

 

  - Details of relevant verified experience of similar services that pre‐qualifier has undertaken as main contractor in the last three(3) years, inside or outside Nigeria

 

  - Details of company’s base facilities in Nigeria

 

  - Reference of three major customers that can be contacted for information/reference

 

  - Description and Specifications of vessels(including names) currently owned by contractor in line with the specifications outlined in paragraph 2 here above

 

  - Copy of Sea worthiness certificate of proposed vessels

 

  - Qualifier’s audited accounts for the past three(3) years and tax clearance certificate

 

  - All relevant information concerning contacts, telephone, fax, email of the representative

 

□ 제출 기한

 

 ○ 사전심사 신청 서류들은 단일 포장지에 넣어 봉인한 후 “Pre‐qualification Marine Vessels for OFON Phase 2 Drilling Campaign” 라고 분명하게 표시해야 하며, 2007년 6월 14일(목)까지 다음 주소로 도착돼야 함.

□ 참고 사항

 

 ○ 한편, EPNL의 입찰자격 사전심사 참가 대상은 나이지리아 현지에서 설립돼 나이지리아 석유자원성(Department of Petroleum Resources)에 등록돼 있는 기업으로 제한돼 있으며, 외국기업의 경우에는 나이지리아 현지 기업과 파트너 관계를 체결하는 등 나이지리아 콘텐츠(Nigeria Content)의 제반 규정을 준수해야 함.

 

 ○ 이에 따라, 나이지리아 진출 경험이 없는 우리나라 기업들이 독자적으로 EPNL의 입찰자격 사전 심사에 참가하는 것이 사실상 불가능한 상황임을 감안, KOTRA 라고스 무역관은 나이지리아의 대기업 그룹이자 우리나라 제품의 유력 바이어인 J. K. Peez Impex Nigeria Limited를 접촉, 우리나라 기업들과 공동으로 입찰자격 사전심사에 참가하는 방안에 대해 협의한 바, J. K. Peez Impex 사로부터 긍정적인 반응을 얻어냈음.

 

 ○ J. K. Peez Impex사는 현재 MOBIL, Shell 및 ELF 등과 같은 세계적인 석유 메이저들에 나이지리아 내의 석유가스 관련 설비 및 서비스 등을 공급해 온 기업으로, 이번 입찰자격 사전심사 참가에 필요한 제반 조건을 구비하고 있음.

 

 ○ 한편, 이번 입찰자격 사전심사 참가신청 마감일이 2007년 6월 14일(목)로 다소 촉박한 점을 감안할 때, 관심있는 우리나라 기업들은 J. K. Peez Impex사를 지급으로 접촉해야 할 것으로 판단됨.
