1. Recent market trends and government policy of wastewater treatment

 

 ○ Malaysia’s vision is to be a Wastewater Hub for the developing countries.

 

 ○ The largest wastewater operator in Malaysia is Indah Water Konsortium Sdn. Bhd. (IWK) (http://www.iwk.com.my ) that handles sewerage and wastewater treatment. Indah Water’s services cover most parts of Malaysia for operation and maintenance whilst providing technical expertise to the remaining un-serviced area. Its sewerage service is to ensure that sewage and waste water are treated in the public sewage treatment plants to safeguard public health, protect water resources and long-term preservation of the environment.

 

 ○ According to Indah Water, wastewater engineering transformation in Malaysia as follows;

  - Previously, monitor final effluent quality only to meet the regulatory standard by Department of Environment. Primitive/ primary treatment to address public health & prevent pollution.

  - Currently conduct process monitoring (measure MLSS, pH, DO etc) to ensure system runs on optimum condition. It’s a fully mechanized treatment with automated process control for environment sustainability.

  - Future to monitor the system process by understanding the biological treatment process and microbiological techniques for treatment process optimazation. Advanced technology with small footprint and resource recovery capabilities.

 ○ The waste water/ industrial effluent treatment industry in Malaysia is well-regulated with two legislative frameworks, namely the Water Service Industry Act 2006 and the Water Services Commission(SPAN) Act 2006.

 

 ○ The Water Services Industry Act 2006(commonly known as ‘WSIA’) is to replace the state water enactments and the Sewerage Services Act for all Peninsular Malaysia, Federal Territories Kuala Lumpur, Putrajaya and Labuan.

 

 ○ WSIA is created to allow the Federal Government to provide and regulate the treated water supply services and sewerage services which was formerly under the responsibility of the state authorities.

 

 ○ WSIA is also meant to ensure uniformity of the laws, policies for the proper control and regulation of water supply services and sewerage services throughout Peninsular Malaysia and the Federal Territories of Kuala Lumpur, Putrajaya and Labuan.

 

 ○ The types and categories of licenses issue under WSIA as follows:

 ○ While Water Services Commission(SPAN) Act 2006 to regulate and enforce the provisions of the Water Industry Services Act 2006 and any subsidiary legislation created under it.

 

 ○ Currently Ministry of Energy, Green Technology and Water(KeTTHA) is planning to rationalize the small sewerage treatment plant. The new STP should have the treatment technology to remove phosphorus in the waste water.

 

 

2. Government regulation on leachate discharge from a solid waste transfer station or landfill

 

 ○ Leachate discharge in Malaysia is regulated under Environmental Quality(Control of Pollution from Solid Waste Transfer Station and Landfill) Regulations 2009. The Act was amended in 2012 but no changes on the leachate regulations.

 

 ○ Under the Regulation, no person shall without prior written notification to the Director General carry out any work on any solid waste transfer station or landfill, or construct on any land any facility or building that may result in a new source of leachate discharge or release. The written notification to the Director General shall be accompanied by the information as specified in the First Schedule of the Environmental Quality(Control of Pollution from Solid Waste Transfer Station And Landfill) Regulations, 2009(P.U.(A) 433/2009).

 

 ○ An owner or occupier of a landfill that discharges leachate onto or into any soil, or into any inland waters in Malaysia water shall at his own expense to monitor the concentration of ammoniacal nitrogen in the leachate  discharged from the landfill on a continuous basis using the on-line instrumentation system which is linked to the Department of Environment, monitor the concentration of other parameters as listed in the first column of the Second Schedule in the leachate discharged from the landfill and install flow-meters, monitoring the equipment, sampling equipment and recording equipment for the purpose of monitoring leachate discharge.

 

 ○ No person shall operate a solid waste transfer station or landfill without a leachate treatment system.

 

 ○ Industries discharging leachate are required to comply with the following relevant discharge limits as stipulated in their respective regulations:-
