□ 현황

 

  ㅇ 방글라데시 행정구역 개괄
    - 방글라데시는 한국의 도 개념에 해당하는 8개의 Division으로 구성(최근 Dhaka division 북부의 Mymensing 지역이  별도 Division으로 독립해 8개 Division이 됐음.
    - Division의 하위 행정구역은 한국의 시군 개념에 해당하는 District로 총 64개의 District가 있음.

□ 도시 간 거리

  ㅇ 수도 다카 기준 주요 도시와의 거리는 Rangpur 306㎞, Khulna 251㎞, Sylhet 245㎞, Rajshahi 257㎞, Chittagong 265㎞ 등임. 

 

□ 방글라데시 도로 현황

   ㅇ 지류를 포함한 하천의 수가 800개에 달하고 그 면적이 전 국토의 7.5%를 차지하나, 교량이 부족해 다수 구간이 선편으로 연결돼 있어 도로를 이용한 수송시간이 교통상황이나 날씨에 크게 좌우되고 있음.

  ㅇ 특히 Jamuna강과 Padma강이 국토를 실질적으로 3분하고 있어 내륙운송에 큰 장애요소가 돼왔음.

 

  ㅇ 1998년 Jamuna Bridge가 개통되면서 Dhaka Division과 Rajshahi, Rangpur Division 간 내륙운송은 크게 개선

 

  ㅇ Dhaka Division과 방글라데시 남서부를 연결하는 Padma 대교가 2018년 완공을 목표로 현재 건설 중이며, 개통될 경우 Khulna 및 Barisal Division과의 내륙운송이 크게 개선될 전망임.

  ㅇ 방글라데시의 총 도로 길이는 2만1483㎞로 고속도로(National Highway) 3544㎞, 국도(Regional Highway) 4280㎞, 지방도(Zilla Road) 1만3659㎞로 구성

  ㅇ 고속도로(highway)라는 명칭에도 불구하고 현실은 매우 열악한데, 방글라데시에서 가장 중요한 도로망인 다카-치타공 고속도로(한국의 경부선고속도로의 역할)의 경우 2010년부터 4차선화 사업이 진행돼 2016년 비로소 사업이 완료됐으나, 다카-치타공 고속도로의 길이가 231㎞에 불과함에도 10시간 이상이 소요되는 경우가 빈번하며, 중앙차선 침범 등에 따른 안전문제가 심각함.

  ㅇ 전체 내륙 운송에서 도로가 차지하는 비중이 여객 73%, 화물 63% 수준이며 내륙 수로가 여객 20~25%, 화물 30%, 나머지는 철도가 담당

□ 버스 차량 구성

  ㅇ 전체 운영 중인 버스의 93%가 Non-AC 버스이며, 대부분 36~40seater

 

  ㅇ 통상 기사 외 2명의 보조원이 탑승함.

    - 기사에게는 다카-치타공 구간 왕복 시(총 약 500㎞) 2000타카를 지급. 단, 식대 별도 지급

    - 보조원에게는 상기 구간에 대해 800타카 지급 

□ 승객 운송사업 허가 취득 절차

  ㅇ 신청 및 심사기관

    - 신청기관은 도로교량부 도로청(Road Transport and Highways Division, Ministry of Road Transport and Bridges) 산하 도로교통국(Bangladesh Road Transport Authority, BRTA)

    - BRTA는 신청을 접수하면 교통위원회(Transport Committee)를 소집해 심사함. 위원회는 BRTA, 방글라데시공과대학(BUET), 도로청(Road Transport and Highways Division)으로 구성

 

  ㅇ 근거 규정 및 외국인 지분제한 규정 유무:  Motor Vehicles Ordinance, 1983(부록 3)이 관련 절차 등을 규정하고 있으며, 외국인 지분 제한 규정은 존재하지 않음.

  ㅇ 신청 절차: 별도의 양식은 존재하지 않으며, 제안서 형식으로 제출함. 기재돼야 할 내용은 아래와 같음.

    - the routes or the areas to which the application relates;

    - the number of vehicles it is proposed to operate on a route or areas different routes or

    - areas and the type and seating capacity of each such vehicle and also the number of vehicles

    - intended to be kept in reserve to maintain the service and to provide for special occasions;

    - the minimum and maximum number of daily trips proposed to be provided in relation to

    - each route or area and the time table of the normal trips;

    - the fare table, if any for the different classes of passengers for different stages in

    - relation to each route or area, or if there is no such fare table, proposed rate of fare per mile

    - per passenger for different classes which it is proposed to be charged;

    - the weight or luggage per passenger of the different classes which it is proposed to carry

    - free of charge, and the charge that will be made for the carriage of excess luggage;

    - the arrangement intended to be made for the housing and repair of vehicles, for the

    - comfort and convenience of passengers and for the storage and safe custody of luggage; and

    - such other matters as may be prescribed
