스리랑카, 화학비료 수입 금지 풀어

스리랑카 정부는 비료 공급에 신경을 쓰고 있다. 2020년 정부가 쌀 재배 농가에 공급하기 위해 수입한 비료의 양은 325,000MT이고 2019년 비료 구입 보조금 프로그램에 쓰인 예산은 약 2억5000만 달러이다. 2021년 4월부터 스리랑카 정부는 모든 화학비료 수입과 사용을 금지하고 유기농 비료 구입에 대해 보조금을 지급하고 있었다. 이 정책을 시행했던 이유는 농화학 살충제로 인해 비전염성 질병이 계속되는 것을 막기 위함 이라고 발표하였다. 스리랑카에서 연간 수입에 필요한 비료 금액은(정부/민간기업 포함 수요의 총 합계) 약 3억~4억 달러이다. 해당 정책은 많은 비난을 받고 있었는데, 우선 농부들이 화학 비료를 대신할 대체제를 충분히 찾지 못하고 있기 때문이다. 농업경제 전문가이자 Peradeniya 대학교수인 J씨에 따르면 이는 전반적인 쌀/농작물 재배량 감소에 영향을 줄 뿐만 아니라, 코코넛, 차 수출량이 감소할 수 있다고 전망하였다. 이에 따라 스리랑카 정부는 그 동안의 화학비료 수입금지 조치를 2021년 11둴 23일부터 을 전면 취소하였다.

향후 비료 수입증가 전망
그동안 제한되었던 화학비료 사용에 대한 수요가 급증할 것으로 예상한다. 또한 정부는 화학비료 수입 허가를 담당하는 기관들이 허가를 빨리 내도록 지시하였다. 스리랑카에 비료를 만들 수 있는 회사는 몇 군데 없고 그 마저도 필수 원료는 수입해서 마지막 공정을 거쳐 판매하고 있는 상황이기 때문이다.

2021년 4월부터 10월까지 화학비료 수입 전면 금지를 했기 때문에 2021년 수입은 전년대비 25% 감소한 모습을 보였다. 스리랑카에서 주로 수입되는 비료는 질소를 포함한 비료, 칼륰 포함 비료, 요소 포함 비료이다. 스리랑카 농민들이 필요로 하는 연간 비료 수입액은 약 3억~4억 달러인데 이를 제한하여 외화 보유고를 조금이라도 늘리고자 하는 취지도 있었다.

전문가 인터뷰
Hayleys의 농업 비료수입 부서 N씨에 따르면 스리랑카 국민의 27%가 농업에 종사하고 있다. 그는 스리랑카의 많은 신장질환자가 농업지역 지역에 분포하고 있는데, 그 원인이 비료 사용과 연관이 있지 않을까에 대해 염려하고 있으며, 호수와 강에 많은 쓰레기가 버려지고 있는데 이를 정화할 수 있는 정화처리 장치도 많이 부족하다고 말했다. 또한 비료수입의 60%는 정부에서 주도하고 이를 농민에게 할인가격으로 배포하고 있다고 말하며 정부가 작년 수입금액도 아직 지불하지 못하였다고도 전했다. 수입대금 청산 구조는 정부 이름으로 수입하여, 사기업에서 금액 지불하고 정부에서 사후에 사기업에게 금액을 지불하는 형태이다. 또한 세계 화학비료 가격 자체가 오르고 있다는 점을 언급하며 스리랑카 농민들이 부담하기에는 큰 금액이라고 우려하기도 하였다. 또한 현재로서 외국 유기농 비료는 스리랑카 토질에 잘 맞지 않는다는 점도 중요한 포인트로 지적하며, 마지막으로 이 정책이 변경될 수도 있음을 지적하였다.
